This hook allows users to receive a notifications when mod actions are applied to their topics and posts.

One error - URL <#TOPIC_URL#> in mod_approved_post (core/public_email_content) is not SEO optimized.

Great mod, will be great to add also notification if moderator edited post or topic
it would be nice to NOT do this when MASS moving threads.
