Allows you to set a reminder message on the IP.Downloads file submission page with some text you define in the Admin CP. This can come in handy if you want to let members know about some rules you may have about what can be submitted, or what to include in their submissions. Also allows you to force members to check a box indicating they have read this reminder, for an extra level of assurance.
