Is the department set up still required? Can't you simply have a form with name, email, message, captcha/question fields, sending an email to a specified address?

Which folder are you supposed to upload these files to so that it shows up in the System panel? The directions are written rather poorly for someone new to these forums. For example, "Make the upload of upload folder content to your host." This makes no sense to me. Thanks
