This Hook Will allow you to disable and re-enable all third party hooks, excluding this hook.
This is extremely useful pre-upgrade when you know a large version change is present, or when doing BETA's, or when debugging an issue on your site occurring in a first party IPS application to rule out, or define the issue as third party.
Also quite useful for not making IPS applications stock hook functionality break when making such a test via being disabled.
Re-enable functions in a similar way to the stock Re-enable all hooks, only enabling third party hooks that have been disabled by usage of this hook.
