Seems as if IPB really lacks against competitors when it comes to Polls (*cough*)

We are a community in which the highest group votes in "applicants" to be "regular members". We want existing regular members to be able to see the "applicants" polls / threads, but not be able to vote.
The force to read a topic seems kind of pointless in regards to what I'm asking about.
Basically, when users visit the website using the mobile theme-- the homepage looks really screwed up.
On the flipside we want users to be able to still view the forums using the mobile theme because there It thrives (of course).
Is there any way to disable the Index (or other pages too) when using the default theme?
Or maybe when you go to the index it reverts to the normal theme?
I had a question regarding a certian type of forum section setup.
I know this is possible on VBulliten so I thought why not on IPS?
Basically what It is is a forum where people can make threads only a certian usergroup (admins for instance) can see.
No one else can see anyone elses threads, only the original thread creator can see his threads and the responses.
And of course you can hide the last post info too, I know how to do that.
So It would be sort of like a Support Ticket Forum, where people post in, and the mods review it then discuss with them.
We wouldn't really be using it all for "Support Tickets" or call it that but It is the best way I can think to describe it.
I know this would be replicating the PM system but we need something streamlined like this for my community.
Does anyone have any idea how I could accomplish this?
