Delete Report - Confirmation missing

The "delete report" button in the moderator CP is missing a confirmation dialog, meaning one accidental click can lead to an accidental removal. This is particularly problematic since there does not appear to be any way to recover a report once deleted, or even see that something has been deleted.

Also added confirmation to delete announcement button
The Report button is missing on reguar posts after my upgrade to 3.3.4
