minor inline message issue

Steps to reproduce:
1: have blog sidebars on your blog,
2: have comments of other users on your blog entry.
3: pm user from hovercard.
4:Send PM.

This requires an IPB change.
The #ipsGlobalNotification css declaration needs a z-index value assigned to it.
For reference the blog elements here use a 2000 and 2001 z-index but the same issue may occur with other non blog page elements with higher z indexes.
