Prefix permission not having effect

Hello,
My forums has set members' group to have the permission of setting prefixes for topics.
I had also allowed the forum to let members set prefixes, however, they are still not able to set prefixes, only administrators/moderators are able to do so.

Please check the setting;
ACP > System Settings > Tags > "Can use a tag as content prefix"
