... very basically, imagine the confused user(yo) that doesn't realize it is automatically being adjusted to account for their time zone on save.... I am fairly certain the functionality is intentional, therefore some notice to the user of this seems prudent.

One supposes that if you are changing the time zones around on the submit form, you understand how they work and what they should do.
