Article Image cleared when resaving content in ACP

On the front end when editing articles, the option exists to overwrite the existing article image or not.
When editing from the admin panel no such option exists and the image must be re-uploaded with each edit. This is problematic if the person doing the editing does not have access to the original image.

which is virtually the same as on the front end. If I do not check the box (and do not upload a new image), the original image is retained.
Type article body
Set publish date to now
Upload thumbnail
hit save and reload
then go back to the article edit page in acp and click on the checkbox to make it frontpage.
that will delete the thumbnail. there is no remove existing file option afterward.
