Blocks don't display correctly after upgrade

I upgraded to IP.Content and my blocks don't display correct anymore. I had upgraded to 2.3.0 three hours ago and all worked fine until to the 2.3.1 upgrade.

No idea what happened. Usually there was an image shown in the headline and now it's just a mixture.

Okay, there seems to be a problem with ' and " in the block template. It did work before the upgrade to 2.3.1 so something has changed now...

Investigated further, there seems to be a problem with the image tag in block with h3. Don't know why. Removed the image tag and the block is displayed properly.

Doesn't work anymore.

Please upload the attached file to admin/sources/template_plugins/ , then resave the block, and let me know if the issue is resolved after.
