$databases->sendCommentNotification( $this->database, $comment, $comment );
That's in records.php.. Twice.
I ASSUME that should be sendRecordNotification, and that's the only difference?
Long and short, if you approve a queued comment in 2.3.1, you wind up with
Fatal error: Call to undefined method databaseBuilder::sendCommentNotification() in \admin\applications_addon\ips\ccs\modules_admin\databases\records.php
