Field defaults not working in Article ACP

When creating a new article in the ACP it appears that the defaults for a field isn't honored.

I encountered this issue when attempting to add a new article and it didn't appear on the front page. The 'Show on Frontpage' default is supposed to be yes, but when creating a new article via the ACP it isn't checked.
