html in post

hello,
after upgrading to the new version 2.3.1 the html posting option disappear from my DB option and now i can not post any html code even i enable it in old DB before upgrading
is this bug in the new version or i'm missing something
this what i get

You can enable or disable HTML for editor and text fields. When HTML is enabled for an editor field, it will disable the editor (just like if you try to make a post in the forums and enable HTML, the editor is disabled).
My editor fields utilize HTML locally fine.
