and exporting in developer mode does not Actually set it to Protected for Duplication upon Import into a different install.

I would recommend being careful using this feature, but I've opened it up for other third party devs. I'm going to put up a dev doc article on it shortly to explain what the option does better so you have the information you need.

We do not recommend you use this feature without good need fyi - there isn't really a need for third party devs.
