Downloads on Android: Wait time

I have discovered a bug within IP. Downloads. If I set a wait time for a user group (say, normal members), to about 15 seconds (or any amount of time), I cannot download any file on IP. Downloads, to my Android device (confirmed by many of my users, and myself, on different versions of Android). Any amount of wait time, will cause the download to not work. A "download unsuccessful" error appears when downloading via Android. However, this is not a problem on a regular computer.
