Highest Rated (cant turn off)

I can't seem to remove the Highest Rated section on the downloads page. I wont be letting my users Rate the files so this feature looks weird. I've gone into all the download settings and turned off anything related to ratings and the section is still there.

Am I missing something or is this a bug?

Sorry the version is 2.5.1 not 4.2.2 ( this is the only version I have access to)
