Upload new version allows submission without version change

Pretty certain that was the whole difference between edit file and upload new version... When I upload a new version, it allows me to use the same version #, it never did before.

.... then why does this Language string exist?
Pretty certain its barked at me whenever I've forgotten to change my version # on upload new version since I started submitting here.... if it didn't, i would never have seen a point to using the button at all(i forget sometimes....>.<).

It has never checked version numbers or whether you *actually* upload a new version. It's simply a trigger for "store a revision" vs "don't store a revision" (e.g. "edit" file).
