uploading file with utf8 fail with download

if someone is uploading file with utf8 character like chinese character the script wont tell me it wont accept it which is wierd if ipdownload is designed not to accept utf8 characters and not warn users for it but anyway when upload has been successful you can edit the page and see the filename with the actual chinese character but you are unable to download the file..
either way do suggest ipdownload to rename the chinese character to perhaps symbols with alphabet for the servers to recognize it

Please submit a ticket. The software should accept any file name during upload (though it may "clean" the characters).
