Fatal error for guests if tags enabled

As a guest upon clicking review / publish a fatal error is thrown:
Disabling tags for that category seems to work, ie no more error.
However at the next stage a driver error is thrown:
I know there's a couple of reports on this, I worked with one a bit with Brandon the other day but I'm unsure if the build was updated to fix this, in which case its a new report or if not in which case its a duplicate but the fatal tag related error still applies in either case.

Updating Status to: Fixed
Actually had nothing to do with guests - it was regarding submitting to a category instead of an album. But found/fixed.
