Bypassing purchase on registration

When forcing a purchase on registration, after the initial login, the member is redirected to the checkout but the member can abandon the purchase process and browse the site as a regular member. Technically speaking we are not forcing a package purchase here.
Hard to say whether this is unintended user behaviour or a bug. It would appear to me that we would need to check the purchase status on every page load which may not be practical.
For the customer that raised the issue I recommended they restrict the permissions of the default member group and have the package purchase promote their members to an unrestricted group.
