"Show packages on registration"

This really isn't a bug, but.. Something maybe to look at and see if it can be adjusted a bit.
Run into a whole lot of sites where the "Show packages on registration" setting is set to yes, but, no packages are set to show on the registration page.
This leads to a 'blank' registration page, where you choose a package from no packages.. So, it's just an extra step with.. Basically a 'continue' button.
There's several ways to look at it. I mean, that setting is on by default. That might be my biggest problem with how it is now.. If that wasn't on by default... I can see that being the 'solution', but.. Then again, we set that to off by default, people will be setting packages to show on registration, and they won't be, because they don't know about the other setting that has to be enabled.
Probably the BEST solution, if possible. Run through the check on packages set to show on registration before the 'kill switch' setting.. If there are none, regardless of the "Kill switch" setting, don't show the choose package page?
