State Region resets after selecting country

Testing check outs I noticed as I fill all the information on check out the State / Region I place Calif or what ever I am in and then choose United Stated in Country,
this resets the State/blank to blank
If the user is not aware they get an error that the field is required and have to try again. Frustrating
