vBulletin converter not supporting external smilies

I'm using the 3.8 version specifically and vB apparently supports inserting an url for the smilies but the conversion doesn't handle those properly and searches for a local file that cannot be found.

Maybe the user was using some kind of mod then
I actually fixed this in another report. I've fixed this so URL smilies don't import now.
