COPPA stands for "Children's Online Privacy Protection Act" and is a law in the United States governing the online privacy of children under the age of 13.
You can read more about COPPA here.

In order to comply with COPPA, any site to which the law applies must obtain parental consent before their child can use it.
If you wish to comply with COPPA, you can provide here a fax number and mailing address to which consent forms should be send. IP.Board will automatically instruct users under the age of 13 to fill this out and mark their account as validating until you approve them.
