Admin CP --> System --> System Settings --> Members --> Spam Service
These settings relate to the Spam Monitor Service.

Once you've set up the service, you can configure the action to take if a member is detected as a spammer.
When a member registers, your IP.Board will send their details to the Spam Monitoring Service to see if they are a known spammer - the service will then reply with a number, between 1 and 4, depending on how likely they are to be a spammer (1 being the lowest, 4 be the highest - for example, a user that has a score of 1 has likely never been reported as a spammer, a user with a score of 4 has been reported many times and is a known spammer).
You can configure what action to take depending on the score - for example, you will certainly want no action to be taken on a user with a score of 1, but will probably want to either flag for review, or immediately block a user with a score of 4.
You can also configure action to take if the Spam Monitoring Service cannot be reached, or if it cannot process the request (for example, if your license key has expired).
