[3.1.x] Upgrading from 3.0.x with Facebook Connect

IP.Board 3.1.0 introduces new Facebook Connect functionality.

Those upgrading who currently have Facebook Connect enabled will need to:
1. Go to Facebook and obtain your Application ID - enter this at Admin CP --> System --> System Settings --> Facebook Connect
2. On Facebook, click "Edit Settings" for your application, under the "Authentication" section, and enter into "Post-Remove Callback URL" your site URL, followed by "/interface/facebook/index.php". For example, for this site, we would enter "http://community.invisionpower.com/interface/facebook/index.php".
