Third 'Wizard of Oz' movie? or am I just trippin?

My girlfriend didn't even know there was a Wizard of Oz sequel, Return to Oz... but I'm pretty sure there was a third one as well, but IMDb isn't being much of a help. It may not have been called "Wizard of Oz 3" or something so simple. Here's what I remember... maybe I'm thinking of another movie, but I'm pretty sure there's a third Wizard of Oz movie...
* Starts out in Emerald City, and it's a waterfront city
* Earthquakes/other disasters threaten the city
* Someone brings the Ruby Slippers to Dorothy
* Dorothy stands in front of a mirror and uses them (clicks the heels three times) to go somewhere, in order to save Emerald City
And that's ALL I remember about it. Presumably it would have to come out after 1985, when Return to Oz came out. But I suppose it's possible it came out before, making it the second one and Return to Oz the third one, but I don't think so.
