For the smiley face, it's just a smiley face. I generally interpret it as making a sentance 'soft'. Like...
"That's enough
"That's enough." is more what you put when you're closing a topic

I do tend to over-use smilies myself though (both on boards and on msn / aim etc) , most lines have one or more
