If I wanted to make a page similar to the Portal page using IP.Content, what code would I need to use? Can I use the code that's already been written for the Portal and stick it in one of my IP.Content pages or do I need to create a custom feed block? If I need to create a custom feed block, what settings do I need to select in order to mimic the Portal's output? I don't care about the sidebar, but I want to be able to display news just like the Portal does.
Alernatively, would it be possible to use the Portal in the root directly as my homepage if the rest of my forum is installed in /forums/?

It would require custom coding on your part to use the portal in your root directory, with forums in your forums directory.
As for displaying news just like the portal does, you could create a forum feed block, and mimic what the portal does. You would want to change the template on the last step of the wizard, but otherwise the feed block wizard can largely take care of the hard part. Then you embed that block into your page.
Recent topics you'd do the same thing. Site navigation you would just make a custom HTML block and put in your navigation. Site poll is a plugin block type in IP.Content, but is supported as well. Most of the other blocks from addon applications would be created as feed blocks.
