It is indeed. IP.Content can do this and much more. It has a built-in articles system, and sample templates to help you get started. I have linked to my website, and have an example of what I think you are asking, including a home link in the navbar. As was mentioned above, IP.Content is an official addon to IP.Board.

Note also that IP.Board does have a built in (free) portal you can use, however you cannot use it to create static pages on your own. All in all I think you will benefit more from IP.Content, but as I said, there's a free portal application built in, which is why you see 'Portal' or 'Home' tabs on some sites (though the links should not direct to the forums, but I couldn't comment on that without seeing the site in question).

So would it be possible to add a new menu-button with a static page (created with IP.Content)?

That's because the menu links have to be added via the templates.
For my site, if I wanted to add said menu, I would go into globaltemplate, and add said code there to get the desired effect.

To add the articles system to a page, you just edit the page and add this:
{parse articles}
In the page manager in the ACP, the little green arrow next to each filename is the link to that page. You can add links to pages in your skin templates/menus if you want, but it is not done automatically.
