Might I recommend the Fusion Menu? Available in the marketplace.
the Fusion menu is great but it's a lot of money to have to spend if you only wish to move your portal tab to the most logical place for it

Agreed.. however for my uses I have completely "deleted" the IPB nav bar and the fusion menu is perfect

To make the Portal tab your first tab do this;
Go to ACP>System Settings > General Configuration>Website Name > Home (or Portal, if you prefer) >Website Address> Enter the full address of your Portal
Go to Settings >Manage Applications and Modules>Portal>Edit Application Details (button on the far right) >Hide Tab > Yes
This will make the Portal your first or Home tab.

Yeah but then it doesn't highlight when you're on it. You could probably redo the navbar yourself... Is there an "if active application is..." conditional? If so, you're set.To make the Portal tab your first tab do this;
