we can add another member as a friend right ? and we need approval to be his friend ? is there a following friend like TWITTER ? so we do not need approval to follow friend ? JUST LIKE TWITTER ?

Both of your questions are possible with IPB. On my profile, I require approval to be my friend. However, the default setting is to approve them automatically - so on your profile, I am now your friend.
Check your profile - I'm your friend now. Just like twitter.
