Yes, you can enable guest posting, which allows guests to post on your board.
can we display reply button to guest , without allowing guests to post on board ?
I mean only make the reply button visible to guest , but do not enable guest to post ?

Hi,
I am not to sure why you would want to do this. However anything is possible by altering the code, but it is not a built in option at this time.

to encourage posting and sign up , let guest visitor see the button , let them press the button to comment , after that they would be redirected to login/sign up page .. people use it on vb

Personally I think they should have enough brains to figure out that in order to post a reply that they need to sign up. If your site / forum is interesting enough and or offers some benefits then having gimmicks like what's being suggested shouldn't be necessary.
