Hello, I'm part of a gaming mmo guild. We are currently divided into 2 free websites in guild launch for 2 different games. We thought it would be a good idea to get our own server with a powerful website.
I have been tasked to do the deed since I have experience in handling PHP. I was looking at VB 4 but I have always disliked them. Free stuff, such as phobb or smf also miss a modern feel to them.
That leaves IBP, although the boards looks awesome and has modern feel to it, it has a small modification data base compared to vb4 or phpbb.
My needs and wants are 3 major features, 1- a powerful calendar where guild member can sign up for raids choosing one of their available characters under their accounts. Ie. Jon has character A and B, he picks one for the raid. 2 A guild roster, 3- news portal as the main web page.
All those 3 are a must for me, are they currently available? If not is it hard for nub like myself to create them!? If hard how much do I need to pay someone to do them!
And finally if I got the starter hosted pack to create every function and add on I want then wanted to move to my own server, is it going to be easy?

Yes, you can migrate to your own server, but you will have to purchase a license to do so. The move itself would not be hard, it's a matter of updating the forum URL's in Admin CP to the new domain, move database and the files, and correct the database details in the config file. Although a more detailed instruction is available in the documentation/community articles section of IPS.

These are a few other official add-ons I think you'd benefit from:
I know you said that there aren't many modifications, but honestly, there isn't much need for that many. Most of the features are actually built into IP.B, however, there are still LOADS of great applications and hooks to spice up your site.
Yes, IP.Calendar comes free when you purchase IP.Board. Guild members (if you allow them) can create events, RSVP etc.
2 A guild roster,
If you only allow registration from your own members, then you can see all members using the built-in members system.
3- news portal as the main web page.
IP.Content can do this. It can be made your front page and is fully integrated into the board. You can also use it to create custom pages.
These are a few other official add-ons I think you'd benefit from:
IP.Gallery - Your guildies would then be able to post pictures and videos of PvP and raids.
IP.Downloads - Post any guild-only game modifications, this allows you to moderate and manage them.
IP.Blogs - Let your guildies post their own blogs.
IP.Nexus - You probably won't need this one, unless you wanna sell guild t-shirts!
