Regarding customizing the look & feel of the various IPS applications (Downloads, Forums, etc.) in a hosted package:

As you can see here on this board all applications have the same look and feel. So yes, you could create a skin with the same look and feel for all your applications.
For your second question: You can create a second skin in which each application would have their own look and feel. Every application has its own CSS file and its own templates. You could do that to.
You can try the demo and play with the look and feel settings there.

But what is called a skin generator or visual skin editor basicaly only changes the colors and not the design. Its not comparable to wordpress, whre you can place plugins and html code all over the design with drag and drop.

Well word press and IPS uses different CSS, in different locations with much different templates. So it makes perfect sense that changes in IPS products won't reflect in word press unless you skin word press to look the same. Im also fairly certain there's (some where I'm not sure if its on the market place but it may be on invisionize.com or a different site just look it up on google) that will also give you SSO
