Looks like for the size community the only option is for 20 users chatting even with 40 online average users. Is it possible to pay more to increase the chat limitations? I sometimes have 32+ people on at a time that need chat access.
Does chat have private chat feature? Can you chat in private with more than 2 users? Say a group of admins for instance?

You can have 50 users chatting for only $30 bucks a year.
Private chats only allow 1 to 1 chatting. You can't do a group private chat.

Depending on the plan selected, the number of free chatting users varies. If needed, you can purchase an upgrade however. Pricing can be found here:

I see that the maximum is only 250 users. Do we have any other options if we need more than that?

Our largest IP.Chat clients have not crossed the 250 user threshold. Really - this is not something 99.9% of sites have to worry about.
