1) IP.Content
2) They can't "convert", however you can "Promote" forum posts to an article (and when you do, you can choose to copy them to the article or move them to the article, leaving the post in tact).
3) Articles is a single function within IP.Content, a fully-featured site-building application. Blogs provide a specific purpose - to allow you and your community to create blogs and submit blog entries. While you could potentially recreate much of this functionality in IP.Content, it is designed for much more than just allowing "entries". You can create pages, multiple databases (articles is but a single database available out of the box), upload resource files and more.
