Can IP Nexus and IP Blog be integrated into the Portal? Does IP Blog and Nexus use the global template feature for IP Board?

I'm not sure what you mean by that: What exactly do you mean with integrated? Which portal do you mean, the free app in the Marketplace?

It is possible, but not something supported out of box, so you must code it yourself.

The best thing to do is use IP.Content. It's all integrated together.

All applications utilize the IP.Board global template. IP.Content can optionally not use the IP.Board wrapper if you prefer (to create completely custom pages), however out of the box it uses the board template and this is something specified on a page-by-page basis.
We no longer offer a portal application, and I cannot speak as to what the free one in the marketplace supports. IP.Content 2.3.0 will feature a new portal-style homepage, which does feed from IP.Blog out of the box. A Nexus feed block could very easily be setup and added to the portal page in IP.Content if you so wished.
