When you purchase this, Then another version of IPB comes up. Will you be able to get the latest version free? Or will you have to pay
for a new one?

As long as you have an active license, all upgrades are free. If your license isn't active, you would simply need to pay the renewal for 6 more months of upgrades, technical support, and services. ($25 on a standard license)
