Hello,

I want to buy the IPB system and the Blogs system.

Buy I have a question.

I don't want that any user in the system will able to open a blog.
I want to have only one blog for the Admin user, and that will have the Facebook comments plugin, and that will connect to a specific forum, that any post on the blog the I will publish, will open automatic topic.

Is that all possible?

Yes, you can set permissions for each member group so you can limit who can post blogs and who can't. Here is how it looks in the Admin CP:

And you can use the RSS feed of that blog and use RSS Import to create topics.

In the Admin CP:
Forums > RSS Management > RSS Import

true, I said what I said simply because of the work needed to customize the landing for the sole blogger/make that view the blog homepage.... and needing to slide by with rss when he could have mirrored posts/comments.

Just to be clear, while Blog can be configured how you want permission-wise...

and that will have the Facebook comments plugin, and that will connect to a specific forum, that any post on the blog the I will publish, will open automatic topic.

None of this is available by default in the package. This would require customizations.
