A phpbb skin will not be importable 
, however apart from a large choice of skins in the Marketplace here already and the skin editor built into the board assuming the skin is not too complicated it should not be too difficult to replicate something similar.

If you want your IPB site to look exactly like that, you would need to do the customizations.
However, if you are looking for a dark skin with yellow/white colors and some of the associated art, that can be done easily with the included skin editor.
