That version is four years old. It's old and they don't support it anymore. It's not available for download.

That topic is back from 2008 when 2.3.6 was released. The current version is 3.3.4. As far as I know, even back then, IP.Board wasn't free, and it still isn't free now. I don't believe you can even download any version of IP.Board 2.X in the client area at all any more.
I vaguely recall there being a 2.X version that was free as a public preview but that's around the same time that IPS moved to a paid licensing model.

Additionally, as others have mentioned, IP.Board 2.3 was not free, and required a license.
