IP.Downloads issue with secondary usergroups.

A member on my forum reported not being able to upload files despite permissions being properly set, this is what he said the error he got was:
"it's not allowing me to upload and submit the file due to not enough downloads."
I suspected it was secondary usergroup permissions causing a conflict, so I disabled his secondary usergroup permissions and he reported it's now working fine.
Both his primary and secondary usergroup permissions allowed uploading to all categories in IP.Downloads, so I've concluded it's a bug with IP.Downloads.

My initial suspicion is that you have applied restrictions to his secondary user group, and IP.Downloads is applying them. Without seeing your configuration though, that's just a guess.

Wait, what do you mean that you cannot reproduce? This is a definite bug, I've been throughout everything multiple times checking, double checking, triple checking permissions and restrictions. Nothing is wrong with permissions or restrictions, I've made sure of that already.
Are you sure you understood me correctly and tested correctly?
Try with normal member usergroups as primary and secondary, choose a separate member usergroup for the secondary usergroup, both with access to upload/download files to/from the IP.Downloads system.
Both user groups this issue has occurred with have permission to upload and download files, there are no restrictions in place for either group. I wouldn't have bothered filing a bug report if I wasn't absolutely sure this is a bug, and didn't test it thoroughly.
Removing secondary permissions does fix the issue, for now.

The key here is the why, and your user said "due to not enough downloads". There is no feature to restrict ability to upload based on downloads (or vice versa for that matter, although you can restrict the number of downloads based on the number of posts the user made).
Are you sure you don't have a modification installed? The limitation your user described to you is not a feature in IP.Downloads, at least as it was described.
But to answer your last question - yes, I tested. I have a user "lindy" with "Members" primary group and another group set as secondary (it's a regular member group called "New Group" on my installation). I was able to add a file and download a file without any issues.
