"Restore Deleted" is for soft-deleted, not items moved to the trash. That's why you can see the option in forums that AREN'T the trash can.
Tricked me.. I thought we had added a new feature to auto-restore from the trashcan. Probably need to adjust the language on "Restore Deleted" to Restore Soft Deleted or something. I went in to look and see why it wasn't working.
Not a bad idea for 3.2, tho.

Yes, you are right. "Restore Deleted" are visible into every forum to ROOT-ADMINS. its need skin adjustment "Restore Deleted" to ""Restore Soft Deleted". but this option visibility in every forum are not necessary. this will need to visible only in trashcan and in that topic OR post which are "Soft Deleted". not in every topic or forum.
second thing I Have simply deleted topic from forum. so it automatically move into trashcan. but when i try to restore it to from trashcan then what are the option for me to restore it ? because "Restore Deleted Topic" is only for "Restore Soft Deleted" not for parmanent deleted. which are in IP.Board 2.3.6
I think its need new feature so if we delete topic or post as Soft deleted then the topic and post are move into "soft deleted trashcan" and if we deleted it permanent so its move into "trahscan forum" so admins have an idea which topic are deleted as soft and which not also the "soft deleted trashcan" forum show the reason, member name, forum name from where its deleted, and time and day.

You use the move topic function to move it back where it should go, or where you want it to go.
If someone team OR staff member will deleted it from any forum mistakenly. and for other reason other staff and team member need to move back the topic to the forum from where this topic maked. so how can he/she know that this topic is come from this forum ? means you delete topic and i want to move the topic but i don't know from which forum the topic come ? it makes CONFUSED.
The trash-can has always worked in this way from earlier versions, it's not like we changed it recently..
