Title pretty much, it shouldn't be possible just in case.

1) If you give someone permission to kick/ban, they can kick/ban, regardless of your group. This is by design. We can consider a "protected groups" option in a future version or something.

That just shows a list of users that are banned, there's no way to unban without going into the AdminCP. "Edit Member" doesn't contain anything about chat bans.
I can't see either an option to unban from the ModCP Brandon, only a list of the banned members.
