Steps
1) Create a category that does not generate topics.
2) Submit a file in that category.
3) Change the category to generate topics.
4) Re-submit the file.
I thought I remember Step 4 normally causing a topic to then be generated for the file, possibly in a previous version of IPD. However, it didn't work when I tried it just now in the current version (2.5.0).
It seems like a bug because when the file is Unapproved and then Approved, the topic is then generated, which doesn't make much sense when re-submitting the file doesn't generate a topic.
