Unable to translate Chat tab

I have tried to translate the chat tab using language bit:
chat_display_title

No changes in default skin.

The application key is ipchat, so that language key should be "ipchat_display_title".  Regardless, no individual app has control over how the tab titles are drawn - that's all handled by IP.Board itself.
