They should be global as a project, all versions created are linked with sub-projects.
Some people may disagree, an option could be added for it if it is worth adding.
Versions are currently defined per-project, which allows for even more flexibility than what you propose. Although it would save some effort in cases where subprojects are directly linked to their parent, I don't think it's worth the increased complexity or loss of functionality.
It may be possible to build in optional inheritance of some fashion, but that would be a new feature and something to consider at a later time.
