/admin/applications/core/modules_public/global/comments.php doesn't have the 'approve' function in it on a default IPB install.. Downloads doesn't include the updated version, either.. While both blog and gallery do.

If you have only board/IDM, you can't approve File Reviews from within the modCP.

Basically, the IPB file is out of date.  As we won't likely be releasing another IDM update before then, this is something that will be addressed with the next release of IPB.
